    Première Urgence Internationale (PUI) is a Humanitarian, non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by addressing their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 200 projects per year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 6 million people in more than 22 countries – in Africa, Asia, Middle East, and Europe.


    Following the intensification of the Chad Lake conflict in Nigeria (North East of the Country), PUI opened its Nigerian mission in 2016. PUI is also assisting the Nigerian refugees in Cameroon.

    Humanitarian situation and needs:


    With the largest population in Africa (between 178 and 200 million inhabitants), Nigeria is ranked as one of the strongest economy of the continent relying on oil and petroleum products as well as mineral resources (gold, iron, diamonds, copper etc…). Despite a strong economy, Nigeria suffers from important development disparities between North and South provinces of the country, social and economic inequalities, and from a high rate of corruption at every level of the economic and administrative systems. Moreover, Nigeria is a very diverse country, hosting multiple ethnic groups and religion.


    The on-going conflict in the North-East States of the country (states of Borno, Adamawa and Yobe) and widespread violence triggered a large scale humanitarian crisis. This context is exacerbated by the extreme violence from armed-opposition groups ISWAP (Islamic State’s West Africa Province) and JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad) targeting civilian populations in NE Nigeria. In December 2019, there were 2 019 000 internally displaced persons (IDPs) in the country according to the UNHCR and 7.9 million people were considered to be in a humanitarian emergency situation. Three years of conflict have seriously deteriorated living conditions in Borno, Adamawa and Yobe States and have depressed agricultural production, exacerbating populations’ critical needs for life-saving assistance.


    Our actions in the field:


    For the year 2020 our operational strategy is based on the following objectives :



    • Increase basic humanitarian assistance coverage to those in need within Borno State

    • Contribute to developing a deeper understanding of the humanitarian needs within communities

    • Food and nutrition insecurity is reduced for crisis-effected populations

    • Self-reliance is strengthened within accessible and safe regions

    • The overall protection environment of targeted communities is enhanced

    • Vulnerable and conflict-affected individuals with specific protection needs and risks can access specialized protection services

    • Contribute to the reduction of morbidity and mortality especially for women, children


    The main programmatic objectives of the mission for 2019-2021 can be synthetized as follows:



    • Continue and further develop the response to urgent needs of IDPs and Host Communities living in Maiduguri City through Food Security, Protection, Health, MHPSS and Nutrition activities.

    • Further develop the integrated multi-sector response in Maiduguri City with the widening of the sectoral scope of PUI intervention by adding WASH… to the response portfolio (either directly or through coordinated approach with external actors)

    • Continue and further develop the logistics support to the humanitarian community with the Air Cargo program

    • Continue to further develop the activities at Monguno Field Base with the provision of health, Protection and nutrition services for IDPs and host communities.s

    As part of our activities in Nigeria, we are looking for a Field Coordinator in Maiduguri


    Responsibilities:


    Under the supervision of the Head of Mission, and through delegation of his/her authority, the Field Coordinator has the overall responsibility for the proper implementation and operational direction of PUI’s projects/programs in his/her geographical area of intervention.


    The Field Coordinator also monitors the context to ensure programing is relevant and responsive to priority needs. In this capacity, the Field Coordinator is also responsible for representing PUI publically at the field level, including in coordination, with other agencies, and for providing the direct link in communications between the Field Team and the Country team. Lastly, the Field Coordinator provides security management of his geographical area and ensures all safety and security measures, including contingency plans and standard operating procedures.


    Main Tasks:



    • The Field Coordinator has responsibility for the overall timely delivery of PUI’s programs portfolio in his/her geographical areas of operations (including the sub-offices).

    • The Field Coordinator with the support of the operational/technical coordinators concerned has overall responsibility for proper delivery of programs and the smooth running of support services in his/her geographical area of intervention.

    • He/She also has the delegation of the Head of Mission for the safety and security of good and people under the responsibility of PUI in his/her area of intervention.

    • The Field Coordinator is at the source of program development and operational positioning in his/her geographical area of intervention, in line with PUI country strategy and in conjunction with programmatic and operational technical coordinators.

    • The Field Coordinator, as member of the Country Management Team contributes to the fulfilment of the aims and objectives of PUI’s presence in the country through other tasks as required and/or directed by the Head of Mission.


    Focus on top priority activities relating to the context of the mission



    • Oversee the operationalization of Maiduguri Base 2019-2020 programs to ensure timely and proper implementation.

    • Develop, in coordination with HoM, DHoMP, the future grants planning for 2020-2021, in-line with the mission country strategy for the base.

    • Improve general security management and monitoring, notably by ensuring that PUI security framework tools are regularly updated, and by fostering context and security sensitivity among international staff.

    • Foster the needs-based approach through pushing forward evidence based assessments in program development stages, and following closely with MEAL activities throughout the implementation process.

    • Ensure a smooth communication between the program managers and the technical coordinators to promote field monitoring and improve the quality of the program.


    Training and professional experiences


    Training: Master’s Degree or equivalent in related sectors


    Professional experience:



    • Minimum 1 year of Experience in security Management

    • Minimum 3 years (including management of health & nutrition activities)

    • Minimum 3 years Technical Experience

    Main Purpose of the Job



    • Tearfund is recruiting for three Grant and Information Coordinators. One post holder will be based in Bamako (Mali), one in Maiduguri (Nigeria) and one in Monrovia (Liberia).

    • The Grants and Information Coordinator assists the country team to produce high quality proposals to access donor funding for both the operational programme and selected partners, and to provide accountability to those donors while ensuring compliance to donor and Tearfund rules and conditions.

    • As a member of the Senior Management Team (SMT), the role is responsible for coordinating all donor proposals and reporting, and donor project knowledge management systems within the programme. This requires working closely with the Program Manager and Project Officers to draft and edit donor proposals and reports; coordinate compliance with various institutional donor rules, Tearfund policies; coordinate and support donor field visits and evaluations; lead analysis of field experience to derive lessons learned; write news and prayer letters on request; and share best practice.

    • Directly reports to the Country Director

    • Liaises closely with partners involved in accessing donor funding.     Programme Strategy:

    • Advise and facilitate the in-country staff to develop quality logical frameworks and theory of change to describe the projects and allow effective monitoring and demonstration of impact.

    • Edit and undertake a final proof reading of all documentation prior to submission to ensure quality control, focusing on clarity, consistency, and application of PCM good practice.

    • Coordinate the provision of the required information for Project Development Meetings (PDMs), to ensure relevant authorisation is gained prior to donor submissions, while ensuring any recommendations are adopted into the final submission.

    • Support and facilitate the country team to undertake internal end of project reviews, and external evaluations, to ensure learning is captured, understood and disseminated within the programme and corporately for possible inclusion into emerging best practice and policy formulation.


    Corporate Policy And Compliance:



    • Oversee and maintain the programme’s Grant Management Information System (GMIS) to ensure the timely and quality submission of internal and external proposals and reports, setting deadlines for submission of draft documents

    • Facilitating the signing of donor contracts ensuring legal review, sign off within delegated authorities. Ensure the in- country team is aware of, and able to meet the contractual commitments made by signing off.

    • Support the training and ongoing accompanying of staff and partners on the contractual agreements and donor rules and regulations of the signed contracts.

    • Coordinate the monitoring of compliance to specific donor rules and regulations, highlighting areas of insufficient compliance to SMT.

    • In consultation with the Country Representative and in-country staff to maintain a standard filing system to ensure core donor and project related documentation is held and accessible, using effective paper and electronic filing systems in accordance with Tearfund standard procedures.

    • Act as a conduit for information on donor rules and regulations applicable to each donor project between Programme Funding Advisor(s), and the wider SMT.

    • In collaboration with the SMT monitor the implementation of the project closure guidelines at the end of every project.


    Team Management:



    • The Grants and Information Coordinator liaises with SMT in order to gather required information for donor proposals, budgets and reports within a timely fashion coordinating the submission of these documents with the rest of the team

    • The Grants and Information Coordinator may be assigned line management responsibility for certain members of staff or support in other duties as needed as determined by the Country Representative.


    External Representation:



    • As delegated by the Country Representative, attend relevant inter-agency coordination meetings

    • Support the country lead in developing and maintaining donor relations with in-country representatives, through email, phone and face-to-face meetings

    • Coordinate the arrangements for in-country donor visits for monitoring and evaluation, in consultation with country lead and the wider SMT


    Qualifications






    • Degree or equivalent qualification in development, humanitarian affairs, journalism, international relations, or other relevant course


    Experience:



    • Extensive experience in both Local and/or International NGO with similar position: grant management, proposal development (narrative and budgets) and donor reporting

    • Experience in strategic planning

    • Experience in project implementation

    • Experience in capacity-building in a coaching and accompaniment

    • Proven ability to develop winning proposals for public and/or private sector donors

    • Experience in logframe development and Project Cycle Management

    • Experience in conveying stories and case studies to external audiences in an appropriate and timely manner


    Desirable:



    • Experience with DFID,USAID, EU and multilateral donor mechanisms.

    • Experience in capacity-building national staff in reporting and proposal writing
